Finalize changes to 16.2->17.1 cloudops Upgrade jobs

      Goal

      • IT has requested that by the end of 2025, we need to no longer be using the Ceph-RGW S3 storage (this is used by non-compact jobs based on the DFG:Upgrades templates).
      • IT will delete the S3 bucket and likely decommission the cluster early in 2026, regardless of whether we have stopped our usage of it.

      Implementation Options

      1. Convert the jobs to compact-style jobs, as DFG:Upgrades has done. See OSPRH-15337.
      2. Converge the testing done to Unified jobs.
      3. Concatenate the current OpenStack and System Upgrade jobs into a single long job which does not rely in image set saving.
