Goal: 

Create a tobiko test for the octavia-ovn-db-sync-util tool. Basically that test would do those steps:

1. Create a fully populated OVN LB
2. Remove OVN LB from OVN NB DB
3. run the octavia-ovn-db-sync-util tool
4. Check that OVN LB is recovery on OVN NB DB 

Acceptance Criteria:

A tobiko test to confirm the octavia-ovn-db-sync util is able to recovery a fully operational LB from Octavia DB to OVN DB.
