must-gather doesn't trigger GMR for cinder pods because of permissions problems

      To Reproduce Steps to reproduce the behavior:

      • collect must-gather against RHOSO
      • take a look at cinder pod's logs for a GMR

      In run.log there are messages like:

      Trigger GMR for Cinder services
touch: setting times of '/etc/cinder': Permission denied
command terminated with exit code 1
touch: setting times of '/etc/cinder': Permission denied
command terminated with exit code 1
