This is a tracker to make sure that we don't get a regression in RHOSO 19.

Patch is merged into upstream Flamingo, but I believe it needs to be in Epoxy for 19.

So the story here is to verify that https://review.opendev.org/c/openstack/cinder/+/951485 has been backported to upstream stable/2025.1 and merged prior to the first upstream pull to create RHOSO 19.
