Goal: 

• The openstack initialization resource should be used to allow setting resources and replicas for each of the service operator deployments

Acceptance Criteria:

A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.

• verify the replicas and resources are defaulted as expected
• Verify the replica of a specific operator deployment can be changed
• Verify the resources of a specific controller-manager container for a service operator deployment can be changed
• verify that when a new operator gets added it gets added and defaulted as expected
