To Reproduce Steps to reproduce the behavior:

1. Create cherry-pick pull request for 18.0-fr3 in data-plane-adoption repo
2. Cherry-pick change is created, but rdo is not starting example:
   https://github.com/openstack-k8s-operators/data-plane-adoption/pull/978

Expected behavior

• Rdo check jobs should be started to validate change before it is merged

Bug impact

• Integration of changes with code already on branch is not validated 

Additional context

• The same rdo jobs mechanism was working for 18.0-fr2 branch
