Multiple component jobs failing when nmstate provider was set - due to MTU misconfig

      Goal: 

      When nmstate provider was made default in upstream (https://github.com/openstack-k8s-operators/edpm-ansible/commit/cf54fe39d28722587bda747d891a6359fbb77a82), this triggered multiple CIX failure:

       

      Goal statement

      • There should be feature parity for both providers

      Acceptance Criteria:

      • ifcfg-* allows user to set MTU > maxmtu, nmstate doesn't allow
      • Using same network_config but two different os-net-config providers (ifcfg | nmstate), should have same effect
