In present RHOSO releases when an instance booted with ISO image, it boots the instance via block device and not as CDROM. This prevents any RHEL kickstart to start from CDROM and also the added volume is assigned name as "/sdb".

      Upstream doc : https://docs.openstack.org/nova/latest/user/launch-instance-using-ISO-image.html

It is already present in upstream and need to be backported to downstream.
