Goal:

Stable/2023.2 has been [end of life |https://review.opendev.org/c/openstack/releases/+/948580 in upstream. With that, Tempest needs to declare the end of support of stable/2023.2 in Tempest & its plugins

Acceptance Criteria:

• Release tempest and its plugin a new tag to declare the end of support of 2023.2 release.
• Remove the stable/2023.2 jobs from the Tempest and its plugins master gate.
