      When deploying the following FFU job with overcloud-minimal image ceph nodes causes the overcloud deployment to fail with the following:

       TIMING | chrony : Ensure system is NTP time synced | controller-0 | 0:13:17.554239 | 290.58s
       FATAL | Ensure system is NTP time synced | controller-2 | ...

      This error has been observed before: https://issues.redhat.com/browse/OSP-31753
