Customer is facing issues with instance with pinned cpus when shelving instances.

Reshelving is painful, tedious and it can take hours to reshelve multiple times all instances

nova is unable to recalculate CPU pinning when customer migrate from older settings to newer ones, even if the dedicated set remains the same.
