Goal: 

The manage/unmanage feature was implemented for CephFS drivers and we are planning to backport it to RHOSO 18. In order to backport it, we should enable manage/unmanage automated testing both upstream and downstream.

Acceptance Criteria:

Propose a new job upstream, as well as necessary changes to manila-tempest-plugin to have manage/unmanage of shares with CephFS being tested.
