To Reproduce Steps to reproduce the behavior:
A customer tried to remove pre-provisioned node by following recommendations from official document. Taken steps didn't help to reach desired outcome.

AFAIU, proper resources are not available in the "openstack stack resource list overcloud" output (I can't see them in DB dump from overcloud-deploy folder) and that "openstack overcloud node delete" command itself fails while Ansible tries to gather facts for removed nodes.

From baremetal-deployment.yaml it looks like changes were applied properly: role node count looks valid, ComputeRemovalPolicies contain index of removed node.

Expected behavior
Recommendations from our documentation work as expected when removing pre-provisioned nodes.

Bug impact
Node removal and undercloud operations are blocked
