We need to modify the keystone PCI DSS component job as follows:
We need to choose a hook after the tests are executed and before this test is executed.
1. We need to exempt the users in that point. 
2. We need also at that point modify the Keystone.conf to have password change upon first use.
3. Make sure it can be skipped
4. steps in the test:
    A- Create a user
    B- Try to get a token- expect to fail 
    C- Change users password using API
    D- Try again to get a token and expect to succeed.
