When user sets storageClass parameter in main section and has a workflow specified without storageClass parameter, the value does not propagate into the workflow pod. We need to enable this option, so users can use global storageClass and workflow section at the same time.

DoD:

• StorageClass parameter can be set in main section for all workflow pods.
