Deploy a router without snat and fip --> gw ip port is not published

Connect a provider network to a router adding the subnet or adding a port.

Check this ip is not published then in this scenarios is not possible the connectivity between a ip in provider network(not osp vm) and other in tenant network. If two ips are used by osp vms ovn resolve the problem.

WA: Enable expose tenant networks

Note: if snat is enable, the snat ip is published
