To Reproduce Steps to reproduce the behavior:
A customer was running RHOSP 17.1.3 with DPDK.
They observed the following ERROR logs in ovs-vswitchd.log

Failed to set QoS type linux-noop on port vhuID: Operation not supported

This issue was mentioned in https://bugzilla.redhat.com/show_bug.cgi?id=2279977 and it has been fixed in RHOSP 17.1.4

The customer updated to RHOSP 17.1.4, but they still observe the error

Expected behavior

• We don't see the error message after updating to RHOSP 17.1.4

Known workaround

• Nothing
