Goal: 
I as developer want to have container images with the code we are proposing downstream so that QE can start testing the code in a real environment with real HW.

Acceptance Criteria:

• Have manually build placement-api container image with os-traits 3.4.0 in
• Have manually built nova container images with os-traits 3.4.0, OTU downstream backport code, and the current upstream cleanup script in it.
• Have Docker files to easily rebuild these images if needed
• Provide instructions to QE how to use these images via the 18.0 hotfix procedure.
