Curently, the "telemetry" edpm Service deploys all the nodes at once in a node. This is good for compute nodes, as ceilometer_compute_agent requires libvirt, but it makes impossible to deploy useful agents such as the networking agent or the node_exporter in networker nodes.

Telemetry Operator API should provide a way to deploy on both compute and networker nodes.
