Goal: 
Use ci-framework to deploy va-multi scenario. This validated architecture was just added to ci-framework and uses two separate namespaces.

Acceptance Criteria:
va-multi deployed using ci-framework. Information on deployment gathered so that it may be used to evaluate suitability for testing multiple control plane epic.
