The main goal of edpm_prepare is to deploy the whole OpenStack controlplane, and after it's execution a working controlplane is expected to be available, thus the need to properly output a clouds.yaml file.

Now that file is fetched in the os_net_setup role, that, after the proposed change, would should consume that clouds.yaml
