This spike is to investigate the use of the env test framework for satisfying test task deliverable for https://issues.redhat.com/browse/OSPRH-15406 

Acceptance criteria:

• the env test framework can be used to (1) verify both the primary and sidecar container are up (2) sidecar container horizon.log contains logging information (i.e., not empty)
