i fixed https://bugs.launchpad.net/watcher/+bug/2109608 last sprint but
This also affect all the other watcher repos and sever others upstream projects

This sprint I'm going just to fix the other watcher repos

And if i have time I'm going to help several fo the other project to do this too.

this is part of an effort sfinucan@redhat.com and i started 18+ months ago to avoid this issue before the fallback code was removed but unfortully many projects didn't review/create the patches https://etherpad.opendev.org/p/pep-517-and-pip-23

is/was the etherpad i created to help coordinate this

i have extended https://bugs.launchpad.net/watcher-tempest-plugin/+bug/2109608 to add the other watcher deliverables

And if i have time ill see if i can fix Brbican's and Cyborg's gate for them
