We need python-os-traits rebased to upstream release 3.4.0 for this feature. Since os-traits is additive-only and just a bag of string constants, this is not a compatibility problem

Acceptance Criteria:

The os-traits package bumped to 3.4.0 with the HW_PCI_ONE_TIME_USE constant within
The placement service also needs this updated version, so maybe a placement container rebuild is required if not implied
