Important
To Reproduce Steps to reproduce the behavior:
- Complete OSP FFU from 16.2 to 17.1 on pre-provisioned cloud
- Begin LEAPP upgrade
- Hosts do not boot after LEAPP upgrade.
Expected behavior
- LEAPP upgrade should complete successfully and OSP17.1 cloud should end up on RHEL9.2.

- OS Version: RHEL8.4/kernel-4.18.0-305.154.1
Bug impact
- User is unable to FFU pre-provisioned cloud from 16.2 to 17.1
Known workaround
Removing
sudo grub2-mkconfig -o /boot/grub2/grub.cfg
from system_upgrade.yaml allows undercloud to boot successfully BUT does NOT work for physical computes.
Additional context
- User has pre-provisioned nodes on 16.2.5 and is attempting to FFU to 17.1.5.
- User has attempted to FFU to 17.1.3 and 17.1.4 previously but known issues relating to FFU+pre-provisioned nodes prevented this from being successful. However, the same issue with the undercloud failing to boot took place in 17.1.4 as well.
- They have been trying to get this to work for several months and temperature is hot.
