[UI][Watcher] Action plan details don't have a button to start it

      Some cloud operators will probably click on "Go to action plan" button after creating an audit. Then, after evaluating action plan details, they would probably want to start an action plan. Unlike many other detailed views (think about instances as an example), there is no button in top right corner to start it. So operators will have to get to list of action plans to start one after reviewing its details.

      It will be handy to follow the pattern of other resources here, so operators won't have to make extra clicks.
