Integrate Watcher deployment in OpenStackControlPlane

      NOTE: we can not merge this until FR3 branch is created upstream.

      Goal: 

      When integrating watcher-operator into the top-level openstack-operator, watcher will be deployed via OpenStackControlPlane by creating a Watcher CR.

      This requires integrating watcher into the openstack-operator.

      This will follow the same implementation pattern as other 2nd level openstack operators.

      Acceptance Criteria:

      • Watcher deployment jobs are executed using OpenStackControlPlane instead of standalone Watcher CR.
