[RHOSO] cinder-volume healthchecks are unstable

      The following errors are logged periodically for cinder-volume pod in one of our customer's environments:

      There are no related error messages logged by cinder-volume indicating any kind of problem.

      Expected behavior
      Healthchecks are stable if cinder-volume is stable.

      Bug impact
      Cinder-volume is unstable, customer is unable to complete testing of RHOSO
