      To Reproduce Steps to reproduce the behavior:

      • Create test instance with root disk provided by Cinder, upload test rescue ISO image and set proper hw_rescue_device
      • Follow https://access.redhat.com/solutions/7071497 to confirm that rescue works fine from CLI. Unrescue instance
      • Try to rescue instance from Horizon.

      Expected behavior
      Rescue is successful

      Bug impact
      Impossible to rescue volume-backed instances from Horizon

      Known workaround
      Use CLI
