Goal: 

• When Aetos is deployed through uwsgi, it's possible to have it under a prefix in the url. So for example the "labels" endpoint would be under `localhost/aetos/api/v1/labels` instead of just `localhost/api/v1/labels`

Acceptance Criteria:

It's able to configure observabilityclient to reach Prometheus when using a prefix on the URL.
