Goal: 

We should have a dedicated Neutron client that would authenticate with keystone as the Designate service account. In the current implementation, some services (e.g. producer) do not have a user context to leverage when calling Neutron APIs.

Acceptance Criteria:

• Producer calls Neutron APIs on its periodic tasks.
