Work to be completed:

1) Get the "rebuild volume backed instance" tempest test working

2) Add OSC/novaclient support for rebuild command

3) Get the code patches merged (separate patches for API, conductor and compute)

Definition of Done:

1) Tempest test doing the expected rebuild and merged

2) All nova patches merged
