      Goal: 

      As an  OpenStack user (SysAdmin) I can set the required level of authentication required to the cache maintained by the Memcached service. If authentication is required the requisite certificate is created and used the requisite OpenStack services to access the Memcached service.

      Previously the Memcached service had no access control checks, so that any pod could access the cache, which is problematic when cache contains sensitive data.

      Acceptance Criteria:

      Documentation accepted by the PIDONE DFG.
