Document that we do not support QoS min bandwidth in 17.1 ML2/OVN

      We will not support QoS min bandwidth in ML2/OVN environments in 17.1. 

      A release note will be published in 17.1.4 release notes from the Doc Text in BZ2077681.

      Also need to update the table in QoS rules. It says "Currently not supported" and footnote [6] points to https://bugzilla.redhat.com/show_bug.cgi?id=2060310. 
      We should change that to "No support in RHOSP 17.1" and delete footnote [6]
