Modifying drivers_autoprobe in nmstate provider stalls the system

      .Modifying `drivers_autoprobe` with `nmstate` provider stalls the system

      Changing the value of drivers_autoprobe` and then running `os-net-config` can cause system disruption if your environment:

      * uses the `nmstate` provider
      * has an Intel NIC with SR-IOV enabled a partitioned configuration

      a) Deploy a SRIOV node with drivers_autoprobe=true/false in  [1] with NIC Partitioning use case on intel hardware. The config.yaml must include a DPDK port on the VF device.

      b)Change the config.yaml such that the drivers_autoprobe is flipped.

      c)run os-net-config again.

      `os-net-config -p nmstate -d -c /etc/os-net-config/config.yaml`

      d) The execution fails and stalls the system.
