Use CI automation to verify the deployment and functionality of multiple RHOSO control planes on a single OCP cluster

Acceptance Criteria:

QE teams should be able to launch a job that is able to deploy multiple RHOSO control planes on a single OCP cluster
They should be able to validate the minimal basic functionality of those control planes in the automation jobs
