Before distributing the implementation in horizon-operator, we first have to consider refactoring it.

Some important points we should consider during refactoring are listed below

• We have to add inet6 prefix in case IPv6 is used
• We should generalize the logic to get list of servers
• Because the client implementation can handle failed pods, we don't have to query individual pods but can generate config based on the "expected" list of servers
