The fix for the bug OSPRH-14536 has been included into RHOSO 18.0.7 pre-release builds and we have noticed the documented EDPM configuration  needs to be updated to avoid failures. If it's not configured like that, some EDPM services may fail during deployment because ssh traffic may be blocked.

Basically, the frr service has to be deployed after configure-os, as shown in this PR:
