Goal: 

Once neutron-fwaas rpm will be in RDO we need to sync with RelDel team to include this package in the downstream content. We will also need to have downstream repositories with neutron-fwaas code and branches for RHOSO-18.

Downstream repo is already created: https://gitlab.cee.redhat.com/eng/openstack/neutron-fwaas but it has only very old branches and we need now to have `rhos-18.0-trunk-patches` and `rhos-18.0-patches` to be there.

RPMs of neutron-fwaas are already added to RDO, for example: https://trunk.rdoproject.org/centos9-antelope/component/network/consistent/
