• neutron-fwaas needs to have implemented and tested upstream Secure-RBAC API policies and support for roles like READER, MEMBER and MANAGER
• those changes needs to be backported to the d/s RHOSO 18 branch

Acceptance Criteria:

• New policies are implemented u/s with proper unit tests,
• neutron-fwaas scenario jobs in master are using new S-RBAC policies by default,
• new S-RBAC policies are backported to the d/s branch of neutron-fwaas for RHOSO 18
