In RHOSO, Nova uses multiple different RabbitMQ buses, one per cell, as explained by the Nova team:

"Today the default RHOSO18 deployment uses a separate rabbitmq per nova cell. So if the nova-operator enablea notifications by default to be emitted on the RPC message bus then ceilometer would need to consume those notification from a separate message bus per cell."
