New option `vlan_qinq` was added to Neutron. We should document:
- how to configure Neutron to enable that feature,
- how to use that feature by user
It is similar to the existing feature called `vlan_transparency`. The difference between those 2 is ethertype of the packets send from the node which for QinQ networks is `0x8a88`
