      Currently, there is a mechanism called "custom config" that allows the user to write its own configuration values for the *.conf files, like ceilometer.conf or cloudkitty.conf. But telemetry services use more configuration than that. There must be a mechanism that allows the user to customize CloudKitty's config files:

      • metrics.yml
      • policy.yaml

      This mechanism should be generic enough to also be used by Ceilometer to customize:

      • pipeline.yaml
      • event_pipeline.yaml
      • polling.yaml
      • event_definitions.yaml
