Deploy RHOSO 18.0 with EVPN driver on OVN BGP Agent, this is the first step to evaluate performance degradation root cause analysis for OVN BGP Agent with EVPN driver.

Deployed setup consists of these servers from RDU lab: NFV 08 as hypervisor with OCP cluster and NFV 09 as compute node, NFV 06 as external server.

Possible way could be to deploy RHOSO 18 using CI framework and later EDPM is manually redeployed with OVS-kernel and EVPN driver (with necessary configurations in nodeset).

Definition of done:
To have a RHOSO 18 deployment with EVPN driver.
