[docbug] Document the deprecation of Block Storage REST API version 2 in OSP 17.1 Release notes

      .Block Storage (cinder) REST API version 2 is unsupported
      The Block Storage service (cinder) deprecated the Block Storage REST API version 2 (v2 API) in RHOSP 12 and support for the v2 API has been removed in RHOSP 17.1. The Block Storage REST API version 3 (v3 API), which is the default version in RHOSP 17.1, is fully backward compatible with the v2 API.
      Software reliant on the v2 API should be upgraded to use the v3 API, or else you must obtain a support exception and instructions from Red Hat Support to use the v2 API. All support for the v2 API has been removed from Red Hat OpenStack Services on OpenShift (RHOSO) 18.0.

      The v2 endpoint was removed in tripleo, It is supported to create custom endpoints, but we won't support problems with cinderv2 endpoint.

      Also need to add note that if Customer needs to utilise workaround available for using cinder v2 endpoint they need to raise an SE.

      Cu is expecting to document this information along with the differences between the deprecated and current features available in the Release notes section.
