To Reproduce Steps to reproduce the behavior:
Run

openstack port list --device-owner '' --long

Expected behavior
Only ports without device owner definitions will be listed

Actual behavior
device_owner filter is dropped and all ports are listed. This problem is caused by lack of empty_string_filtering definition in list of supported API extensions.

This problem possibly affects newer existing Neutron versions (not only RHOSP 17.1).
