Goal: 

To demonstrate that a RHEL based bootc image can be built and demoed. The packages will be sourced from internal puddle builds. The build will use the rhos-release tool to set up the package repositories.

Acceptance Criteria:

A Red Hat associate can follow instructions in the edpm-image-builder repo to build a RHEL based edpm bootc image and successfully provision EDPM nodes with it.
