Goal:

• Some old nvidia vGPU types don't support to have multiple vGPUs for the same instance. Also, sometimes operators would prefer to use different physical GPUs for each of the vGPUs per instance. This feature will support to create a new flavor asking for multiple allocations per instance for VGPU RC.

Acceptance Criteria:

• https://review.opendev.org/c/openstack/nova/+/845757 being merged and backported to RHOSO18.
• Testing it by RHOSO18
• Creating a new paragraph for RHOSO18 vGPU documentation
