To avoid breaking downstream 18.0 FR2 builds we had to add a CSV pre-processing step to ensure the RELATED_IMAGE_CEILOMETER_MYSQLD_EXPORTER_IMAGE_URL_DEFAULT environment variable wasn't set, as the mysqld-exporter image wasn't available yet.

Once the image is onboarded in preparation for FR3, we should remove that pre-processing step.
