Some `neutron-tempest-plugin` patches were getting +s by CI whitebox upstream job [1] even though breaking `whitebox-neutron-tempest-plugin` functionality.

This should already be avoided due to existence of triggered gate for same whitebox upstream job [1].

This task is to fix review vote to -1 when job fails - it will get more attention and prevent breaking changes from being merged in such state.
